To make the queries against ALARM_LOG and DATA_LOG tables faster by using only the timestamp_utc field.

New projects

Important:  Query_UTC_ONLY should be used only for projects that were created for CIMPLICITY v8.0 or higher; for projects that were created in CIMPLICITY versions lower than v8.0, old data will contain NULLs in the timestamp_utc column.
