The type of login keyboard is controlled by a Windows Environment Variable.
Open the Windows Control Panel.
Click System.
Select the Environment tab.
Type LOGIN_KEYBOARD in the Variable field.
Type one of the following values in the Value field.

If the environment variable is not set, Login defaults to a QWERTY style keyboard.
