Returns the status of the alarm administration.
If the value is True, the alarms administration is active. If it is
not active the alarm buffer cannot be extended, i.e. no further
alarms occur. It does not influence clearing existing alarms.
De/activating the alarms administration is possible with the
following functions of the control system:
· Alarms active
· Alarms inactive
· Alarms active/inactive
· Alarms/groups/classes
