Gets or modifies the time when the value was recorded.
ATTENTION: zenOn uses UTC time internally, hence the desired
start time has to be converted from the local time zone into
UTC.
Please use the zenOn "clsTimeConvert" macro do that correctly.

within the "Archive Filter" object.
