Summary:

The parameter [Page]Windows does not work if set in the parameters database. Some parameters only work if set in the CITECT.INI file as these parameters are needed by Citect - before it can load the parameters database. Citect will only get these parameters from the CITECT.INI file. This also applies to all options in [kernel] and [debug] groups.

Solution:

To get around this problem put the parameter [Page]Windows in the CITECT.INI file.
