Summary:
Common pages can only be used from the same project, you cannot use a common page from any included projects.

The common page is only supported for compatibility with Version 1.XX. With Version 2.XX., use templates. Templates don't have this restriction. 

Solution:
If using Version 2.XX or greater, use templates. Otherwise, copy the common page into the project in which you want to use it.
