Summary:
Hardware alarms are only displayed for an offline I/O Device if a client is actually communicating to that I/O Device. The hardware alarm is always displayed on the I/O Server. 

Solution:
If you need to check if any I/O Devices are offline, use the UnitInfo function to check the status of the I/O Device. You can also generate alarms from UnitInfo by running a Cicode task (on the alarm server) to call UnitInfo() and set bits in a memory PLC, and then configure normal digital alarms for those bits.
