Summary:
Be careful when using COM port 2 on a network as many network cards will use the same interrupt as COM2. If your network card is configured to use the same interrupt as the second COM port, the computer will crash when Citect tries to initialise COM port 2. 

Solution:
If your computer is crashing on startup of Citect, and you are trying to use COM port 2, check that the Network card is not using the same interrupt, eg interrupt 3.
