Summary:
If Citect startup is cancelled before it has initialised properly, or does not startup properly for some reason, or does not shutdown properly for some reason, the next time you try to start Citect you may encounter an error "Address X Already Used". 

Solution:
Restart windows to remove the communication drivers from memory.
