Summary:
Problems have been noticed when trying to connect and disconnect to an Oracle Server from a client using Microsoft's TCP/IP network protocol. This problem will most certainly extend to interactions with any SQL server via CiCode SQL functions. The people at Q+E, whose database libraries Citect use, state:

"Microsoft's TCP/IP for Windows for Workgroups has some extremely difficult (bordering on impossible) memory requirements. Therefore, it may not be possible to get enough free conventional memory (approx 550k required AFTER MS TCP/IP TSR's are loaded) to avoid errors on connect. (For example,"Winsock api initialization error: there is not enough dos memory to allocate dos buffers for all sockets.") For this reason Microsoft is rewriting their TCP/IP to handle memory better. Contact Microsoft for availability. A beta version of the new MS TCP/IP should be available on Compuserve or other MS on-line services. This only applies to the first release os MS TCP/IP for W4WG." 


Solution:
Avoid using Microsoft's first release of TCP/IP if you plan on using Cicode SQL functions to talk to a SQL database server.
