Summary:
If two alarms are identical except for the millisecond value, the alarm comment will not always get added to the alarm where the cursor is positioned. 

Solution:
Citect cannot identify unique alarm events between alarm servers because the clocks on the alarm servers will not always be exactly the same. Because of this, the alarm servers search for alarm events within a deadband time (specified by the [Alarm]SummaryTolerance parameter). Because of this deadband, the wrong alarm may be selected under some conditions.

CIT has confirmed this to be a problem in Citect for Windows. We are researching this problem and will post new information here as it becomes available.
