Summary:
Multiport serial cards such as a Digiboard, can have eight ports but Windows will only allow you to have four. 

Solution:
The default number of com ports in Windows is four, but Windows will allow you to have more. Set the following parameter in the SYSTEM.INI file in Windows.

[386Enh]
MaxCOMPort=⁢number>

Note: the ports setup in control panel will still only show four ports.
