Summary:
Question: When I set the INTL sDate option it is ignored and uses the value from the Windows control panel. What is the problem? 

Solution:
The INTL sDate option must be setup in the CITECT.INI file - not the parameters database. All the INTL options must be setup in the CITECT.INI file as Citect needs to use these variables before the parameters database is loaded. The following [INTL] parameters must be setup in the INI file.
