Summary:
If the communication between a remote base that contains the NIM is bad but not totally failed, the TIWAY communication to the I/O Server may fail. It seems that the remote base will retry continuously to the PLC - causing the NIM to lock up the TIWAY network. 

Solution:
To prevent this problem from occuring, check that the cable from the PLC to the remote base is installed correctly.
