Summary:
If a page is out of a operator's area, and the operator attempts to display it, the requested page is not displayed, however the exit function for that page is executed. This does not occur for the entry function of that page. 

Solution:
CIT has confirmed this to be a problem in Citect for Windows. We are researching this problem and will post new information here as it becomes available.
