Summary:
The LLC.DLL driver shipped with Citect for Windows Version 2.01 is faulty and will not communicate correctly. This problem is only associated with version 2.01. Citect CINET uses the LLC.DLL driver to communicate between nodes. If you are having problems using CINET check the date on the LLC.DLL file. This file is located in the \CITECT\BIN directory. The bad LLC.DLL file is dated 22/3/94. 

Solution:
CIT has confirmed this to be a problem in Citect for Windows. Contact Citect support for the latest version of the LLC.DLL driver.
