Summary:
When Citect is using the TELMAP Driver, the program MAPBUF.EXE must be run before Windows is started. If you do not run MAPBUF.EXE before starting Windows, Citect will hang on startup and you will have to reboot your computer. 

Solution:
You must run MAPBUF.EXE before starting windows. You should put the line:

C:\MAPBUF.EXE

in your AUTOEXEC.BAT.
