Summary:
I clicked on the Size Move button on the toolbar and my mouse cursor changed to the Size Move cursor. Then I went and placed this a Size Move on a Symbol. But I had no indication that the placement worked, and less idea of how to define the region for movement. 

Solution:
After placing a Size Move on a Symbol, you will need to go and change your mouse to a pointer (the selector tool (arrow) on the tools box). Now select the Symbol that you placed the Size Move on. You should see 8 resize handles appear around the edge of the Symbol. The resize handles are hollow little boxes that you can grab and drag around with the mouse. Now if you resize the Symbol, you will see a shadow of the Symbol appear in the opposite corner of the region you just created. This region defines the limits of movement for the Symbol.
