Summary:
If you are in the dialog box for changing the colour of a dotted line you may notice that your choice is not immediately reflected. This is because there is a problem in the Windows 3.11 GDI routine for changing the colour of a selected dotted line. Once the line is deselected the dotted line will be seen with the new colour. 

Solution:
The colour change of a dotted line will not be seen till the process is completed and the line is deselected.
