Question: What do I have to do to my modem cable to make it work with CiNet? 

Solution:
CiNet uses a non-standard cable between the computer and the modem. This cable differs from a standard modem cable in that the Data Carrier Detect (DCD) and Data Set Ready (DSR) lines are shorted together at the computer end (usually db9) and then connected to the DCD pin at the modem end of the cable (usually db25).

This wiring used together with the -h special option will prevent Citect from polling the modem when there is no remote connected.
