Summary:
When a manager node disconnects from a server the Current Mngr count, as seen in Page General in the kernel, does not decrement correctly. Instead the Current User count incorrectly decrements. This leads to the manager license being held by the server and only a restart of the server can correct the situation. 

Solution:
There is a problem with a manager node where if you use the Login then Logout functions of Citect security then the above will happen on shutdown of the manager node. If you do not use Citect security then there will not be a problem.

CIT has confirmed this to be a problem in Citect for Windows versions 2.XX to 5.00. This problem has been fixed in version 3.40/4.20 Service Pack G and version 5.01.
