Summary:
If the last project on a Citect installation is deleted or unlinked, the Project Editor and Graphics Builder shut down and the user is given an opportunity create a new project. On creation of a new project, the Project Editor is restarted but the Graphics Builder is not. 

Solution:
Unfortunately, there is no way to restart Graphics Builder from within the Citect Explorer once this has occurred. As a work around, use the Graphics Builder items within the Project Editor, or exit the Citect Explorer and then restart it.

This problem has been corrected in Citect for Windows v5.01
