Summary:
On the Appearance tab of the text tool I cannot see all the fonts defined on my system. 

Solution:
All raster and true-type fonts should show on the Appearance Tab of the text tool. Currently only fonts that match the current character set appear.

CIT has confirmed this to be a problem in Citect for Windows Versions 5.00. This problem has been fixed in version 5.00 Service Pack A.
