Can I use Citect's SINEC driver to talk the the Siemens S7 Industrial Ethernet (H1) network? 

Solution:
No, the SINEC driver supports the Industrial Ethernet Technical Functions (H1-TF) protocol which is used with the S5 series. The S7 series support the Industrial Ethernet S7 functions (SAPI) protocol, and currently does not support the Industrial Ethernet Technical Functions (H1-TF) protocol. The alternative is to use Citect's SSEVEN driver which supports the Industrial Ethernet S7 functions (SAPI) protocol.
