Summary:
I have tried importing a few DXF files on different occasions that were created with a version of AutoCAD more recent than Release 12 and have not had any luck. Does Citect support DXF files created with newer AutoCAD versions? 

Solution:

AutoCAD Release 13 does not save DXF files in the correct format. You can verify this by attempting to read an AutoCAD Release 13 generated DXF file into any other application, such as AutoCAD itself. There is a fix called DXFFIX which you must run. You will find it in your AutoCAD directory. Also refer to the read me file in this directory.

Newer versions of AutoCAD use a newer DXF format that cannot currently be read by Citect. In order to open DXF files created in newer versions of AutoCAD you should save them using version 12 DXF format.
