Summary:
The Ramsey unit supports a non-standard version of the MODBUS protocol.  

Solution:
The following Citect.ini will allow the MODBUS driver to establish communications with the device. The InitUnitAddress parameter sets the device register the the driver will use for initialisation. The InitType sets the function used.

InitType=3

These apply from version 2.01 of the MODBUS driver.
