Solution:
The error code 400DE is the error "Not in Database". This is usually caused by not configuring the Client Application in RSLinx.

To configure the Client Application in RSLinx:

  1. Go to Communications | Configure Client Applications
  2. In the Interchange Port Mapping configure port 1KT:0 (which is the first KT card) to be AB_KT-1.
    AB_KT-1 is the Driver configured in RSLinx under Communication | Configure Drivers
