Summary:
When I double-click on the Genie, the following message displays: "This is a static symbol:<name> To edit the symbol, open the library and edit the symbol in the Library". Why can't I edit any Genies? 

Solution:
You need to enable the display of Genie forms. Go to the Graphics Builder, under Tools | Options, un-tick the "Disable genie forms" option.
