Summary:
You can define users and passwords in both included projects and the main project. At runtime the users can logon okay, however, the UserEditForm(), UserCreateForm(), or UserPassword() Cicode functions only work for the main project. So you cannot delete or edit a user defined in an included project, and you cannot create a new user with a user type that has been defined in an included project. 

Solution:
This is true. Citect reads the runtime database of the main project. You also cannot create new types (not available before version 3.X) in runtime. When commissioning a project with included projects you should create or add all users in the main project.
