Summary:
Graphics Builder forms such as the Variable Tag form in a localised version of Citect do not match text from a localised citect.frm file. 

Solution:
CIT has confirmed this to be a problem in Citect for Windows versions 5.10. This problem has been fixed in version 5.10 Service Pack A.
