Summary:
Some customers have desired that it be possible to create new windows with dynamic sizing disabled even though they have [Page]DynamicSizing=1. 

Solution:
A new mode has been added to the WinNewAt Cicode function.

Mode 1024
Disables dynamic sizing for the new window and overrides the setting of [Page]DynamicSizing.

The new mode will be available in Version 5.10 Service Pack A.
