Summary:
If your Citect computer is an I/O Server, you may get the hardware error "I/O Device offline" on startup. This hardware error will be reset 60 seconds after the startup has been completed. 

Solution:
CIT has confirmed this to be a problem in Citect for Windows versions 5.00 to 5.10. This problem has been fixed in version 5.20.

The hardware alarm is a false alarm and causes no side effects, except to annoy the operator.
