Summary:
Ever since I upgraded Siemens S7-5412 library from version 1.1 to version 4.1.6.2, I have found that I am not able to do a bit write any more (I am using Citect Sseven driver version 2.14). 

Solution:
The problem is due to incompatibility between the Siemens' libraries. CIT has confirmed this to be a problem in Sseven driver versions up to 2.14 and it has been fixed in version 2.17.
