Summary:
Sometimes, for various reasons, a driver does not respond to a request from Citect within the specified time. Citect recognises this as a "Driver Timeout" situation, and should make a redundant server take over, if one is available. This was not happening - the redundant server was not cutting in. 

Solution:
CIT has confirmed this to be a problem in Citect for Windows versions 1.00 to 5.10. This problem has been fixed in version 5.20.
