Summary:
When you are using any form of Dial-up Networking or Direct Cable Connection in Windows 95 or Windows 98 and you lose the connection, Windows will not reconnect automatically. 

Solution:
This is a deficiency in the Windows implementation of serial networking. There are many third party shareware applications that you can use to monitor your connection and they will automatically reconnect for you when the session is disconnected.
