Summary:
The Mentor driver reports the error "device not responding" instead of "invalid range" when a tag address is not within the valid address range for the device. 

Solution:
CIT has confirmed this to be a problem in Citect for Windows versions 4.00 to 5.20. This problem has been fixed in driver version 2.02.
