Summary:
If a system page (like the alarm page) is configured, but the user has insufficient priveledge (including area), Citect will give the correct error message (Insufficient Priveledge), but also that there is no Alarm page defined. 

Solution:
CiT has confirmed this to be a problem in Citect for Windows versions 1.xx to 5.10. This problem has been fixed in version 5.20. Only the Insufficient Privilege error comes up now.
