Summary:
If a bitmap is placed on the far right side or bottom of the screen and the F9 key is used to edit it, the bitmap editor will not appear.  

Solution:
CIT has confirmed this to be a problem in Citect for Windows version 5.20. The problem has been fixed in Citect version 5.20 Service Pack A.
