Summary:
If a tag being referenced by the TagInfo function does not have engineering raw and full scales defined, TagInfo will return garbage strings.  

Solution:
CIT has confirmed this to be a problem in Citect for Windows versions 3.x to 5.20. This problem has been fixed in version 5.21.
