Summary:
ServerInfo("Client",3) doesn't return the full path of the Citect.ini file when it is located in the Windows directory. 

Solution:
CIT has confirmed this to be a problem in Citect for Windows versions 3.xx to 5.xx. This problem has been fixed in version 5.21
