Summary:
Keyboard commands may not execute on the first press after a new page as been displayed.  If they fail on the first press they will operate on subsequent presses. 

Solution:
If this happens a workaround is to have a Page entry command of KeyMove(0).  This will force the reset of the keyboard system which is required.

CIT has confirmed this to be a problem in Citect for Windows version 5.20. This problem has been fixed in version 5.21.
