Summary:
Animated objects do not update at the AnmDelay rate if the time taken to complete a request on page based tags is greater than the AnmDelay value. 

Solution:
CIT has confirmed this to be a problem in Citect for Windows versions 5.00 to 5.10. This problem has been fixed in version 5.20.
