Summary:
Internet Display Client downloads files unnecessarily.  

Solution:
When the IDC requests a file which has been downloaded previously, it will download it again if the file can not be found inside the internet cache.

CIT has confirmed this to be a problem in Citect for Windows versions 5.20 to 5.21. This problem has been fixed in version 5.21 SPK B.
