Summary:
The text for closing window on the menu at runtime should be "Close" and not "Shutdown" for child windows. 

Solution:
The text for closing window for the top window is 'Shutdown', otherwise it is 'Close' for the popup child windows.

CIT has confirmed this to be a problem in Citect for Windows versions 3.XX to 5.21. This problem has been fixed in version 5.21 Service Pack A.
