Summary:
Modifying the page size in the page properties in Graphics Builder to be bigger than the screen does not automatically display the scrollbars. 

Solution:
Modifying the page size in the page properties will now automatically display the scrollbars when necessary.

CIT has confirmed this to be a problem in Citect for Windows versions 3.XX to 5.21. This problem has been fixed in version 5.21 Service Pack A.
