Summary:
Incorrect bitmap object size at runtime.  Objects, more specifically, objects that are bitmaps and not vector based, are not displayed in the correct proportions at runtime.  Placing a bitmap object on the page, stretching it in either a vertical or horizontal direction and running it at runtime will display the object larger than the original image. 

Solution:
CIT has confirmed this to be a problem in Citect for Windows versions 3.XX to 5.21.  This problem has been fixed in version 5.21 Service Pack A.
