Summary:
A parameter called [Page] CenterStartupPage in Citect.ini is needed to open the startup page at the centre of the screen. 

Solution:
A parameter called [Page] CenterStartupPage has been created.  Having the parameter value set to 1 in the citect.ini file will open the startup page at the centre of the screen. On the other hand, when the parameter is set to 0, the startup page will be opened at (0,0) screen position.

CIT has confirmed this to be a problem in Citect for Windows versions 3.XX to 5.21. This problem has been fixed in version 5.21 Service Pack A.
