Summary:
Duplicate dialog Hotkeys in the graphics builder. The "Guidelines Setup" dialog box in the graphics builder has duplicate hotkeys with 3 controls all having the same 'C' keyboard shortcuts. 

Solution:
CIT has confirmed this to be a problem in Citect for Windows versions 5.20 to 5.21. This problem has been fixed in version 5.21 Service Pack C.
