Summary:
The full range for a LONG INT cannot be entered into variable tag scale fields. A LONG INT tag allows 10 characters to be entered. But for a 10 digit negative value, another character is required for the 'minus' sign. Thus 11 characters is required in the field. 

Solution:
CIT has confirmed this to be a problem in Citect for Windows versions 5.20 to 5.21. This problem has been fixed in version 5.21 Service Pack C.
