Summary:
When a rectangle and circle object (that has fill property) is moved, the fill will not be shown correctly during runtime, unless the page is refreshed. 

Solution:
CIT has confirmed this to be a problem in Citect for Windows versions 5.21.  This problem has been fixed in version 5.21 Service Pack C.
